I don't think this is adequate.
Your request is a bit like asking that GCC should ship the .h files of all
possible libraries, because GCC will "need to parse them".
GNU gettext should not get into a distributor's business.
In Ubuntu, I see in /usr/share/gettext/its/ files such as
- shared-mime-info.its, shared-mime-info.loc (installed as part of package
shared-mime-info),
- polkit.its, polkit.loc (installed as part of package polkitd).
This is how it should be done: The distro is responsible for linking different
packages together in a way that they work fine together.
