What this commit changed is that now the .mo files are UTF-8 encoded by
default, so that for non-UTF-8 locales, a charset conversion at runtime is
needed.
But on modern macOS, users are all using UTF-8 locales. So the failures are
irrelevant.
For comparison, in my CI at https://github.com/gnu-gettext/ci-check/actions :
- the Python tests succeed (most probably because I'm using a Python version
3.x whereas you are probably using a Python version 2.x), and
- the Perl tests are skipped (because I don't know how to install the perl
package Locale::Messages with Homebrew).
Do you agree? Do you have other findings to add?
