Windows has not just a single language, but a prioritised list of languages.
Much like $LANGUAGE.
Unfortunately, it seems gettext doesn't look at this list. If the configured
primary language is not available in the message catalog, then gettext will
fall back to the default English.
Tested with gettext 0.22.5.
