Follow-up Comment #2:
In summary, we have already used NUL (and the \004 character) for useful
purposes. The assumption was that in text presented to users, these control
characters won't occur. And this assumption is still valid. No one is saying
"I *need* to have NULs in my msgids or translated strings".
