FAQ section 2.2.  I have read it.  I am building a glibc package for my 
distribution, I will later use
install_root.  I don't want my new build located in a /usr/local base.

No, I don't, but it makes the aesthetics better.  I get "/lib/libfile" instead 
of another form.  This is the
configure line I ended up with after multiple build tests.  I don't want a base 
exec prefix of /usr, I want
a base exec prefix of /.  Using --exec-prefix=/ gets me "//lib/libfile" instead 
of "/lib/libfile".
