Compilation FATAL error with glibc-2.2.1

I am compiling glibc-2.2.1 on a RH Linux 6.2 i686 system (2.2.12-20smp,
glibc-2.1.2). I'm using gcc 2.95.2, GNU make 3.79.1, and binutils 2.10.1
and GNU sed 3.02.

The command being run during compilation is:

This fails with:

FATAL: kernel too old

I found no references to this error at
http://www.gnu.org/software/libc/libc.html
OR http://www.gnu.org/software/libc/FAQ.html. How can I identify the
source of this error? I am trying to develop a compact glibc along the 
lines of 
http://external-lists.varesearch.com/archives//sglibc/2001-January/000038.html

I used CFLAGS="-Os -march=i686 -mcpu=i686 -fstrict-aliasing" and
the following ./configure options:

--enable-kernel=2.2.18 --disable-profile --enable-oldest-abi=2.2 \
--with-headers=/central/pub/home/cjohnson/EMBEDDED/linux-2.2.18/include
\
--without-cvs --disable-argp --disable-iconv --disable-iconvdata 
--disable-intl --disable-locale -disable-localedata --disable-wcsmbs \
--enable-add-ons=linuxthreads
