So this programs is adding nothing we need in glibc and just makes the
program to generate the plain text code more complicated with the
additional risks of bugs in a new program (unlike the old tested
version).  And tomorrow somebody wants to add conversion to man pages,
or POD, or ...

If you want to change something which is useful then do it right.
E.g., write a script which can transform from DocBook (or a subset
including the FAQ tags) to plain text.  Then you can use generic SGML
tools to convert to whatever other format (HTML is already one
possibility).
