Hmmm.  I'm confused.  I have not explicitly remade any configure files in
the
glibc CVS tree using automake.  Something in the build scripts must be
running automake.

I followed your instructions and rm'd all the configure and configure.in
files
and had them replaced via CVS.  I then ran ./configure with the usual
options
and then typed make.  I got the same error.   I tried removing automake
from my system but I still got the same errors.

So I'm not sure what is causing the problem now.
