documentation bug.

In line 1763 of
  libc/manual/time.texi
it is stated that strptime processes the input from right to left.  The
opposite is in fact the case.  This should be fixed.

Also, the 'man' page for strptime on my system contains a number of
errors.  If I understand correctly, this is maintained by the Linux
Documentation Project, not the glibc maintainers?  Can anyone tell me who
with the LDP I should get in touch with?
