Just to clarify thigs:
The default encoding for bg_BG locales should stay CP1251.
It is the most widely used 8bit encoding in Bulgaria, both in Unix based
systems (free, non-free) and Windows ones.
It is the single encoding used in mail, 8 bit text files and almost 100%
in web pages.
