What doeds this mean? Computer people normally have a completely
wrong understanding of sorting. Many still expect strcmp() behavior
from strcoll(). Is this new sorting order what would be used in, say,
a library catalog? If not this is a problem since this kind of
sorting (or lexicon sorting) is exactly what is needed.
