We have separate book catalogs for Cyrillic and Latin books, but in book
indexes the Cyrillic items are usually before the Latin items. That's
one of the reasons we decided that the Cyrillic letters must be sorted
before the non-Cyrillic letters.

In the library catalogs non-Bulgarian Cyrillic letters are sorted
acording to their closest representation by Bulgarian letters.  This is
the second change we've made.

In all other aspects the collation scheme in the new locale follows
the standard deffinition in iso14651_t1.
