iconv module for TSCII encoding

Hi,

I an writing a iconv module for the Tamil language TSCII 
(http://www.tscii.org) encoding. It works correctly with the iconv command 
line tool. However, I am unable to get message translation to work in a TSCII 
locale. (with .po files in UTF-8) 

What could be the problem? My system is Debian (unstable) with glibc-2.2.4.

I am a newbie in libc land and would appreciate very much any help.
