How can I submitt more information into the GNU Gnatsweb?

Hello

I want to submit more information regarding some of the bugs in the
GNU C library bugtracking system, <URL:http://bugs.gnu.org/>.  How is
this done?  On Debian, one only submit emails to
<bug#>@bugs.debian.org.  I wish for a similar path into gnats.

I want to submit a test program for bug #2597.  I believe the bug is
either fixed or bogus, as the tolower() function works for me when
using the norwegian locale.
