Crap. For many situations an application require the ru_RU.KOI8-R locale.
But *internal* parts of such application need the C locale behaviour,
when make deal with only us-ascii symbols.
And it *was* OK for many years (I speak about already written applications.
/bin/ls is an important example :)
Clearly, it is impossible to force the old functionality for old
applications, available, for example, only as binaries. This is why
I tell about *incompatibility* of new locale.
