Brazilian timezones

  Hello,

  Recently the Brazilian government announced different time zones. I
don't have all the details (I'm not even a Brazilian citizen), but,
for example, the change to summer time this year is supposed to happen
on November 3rd, while glibc thinks it has already
happened. Obviously, the Brazil related timezone data files are now
broken, and need to be fixed.

  I'm terribly sorry that I cannot provide more information in my bug
report, thus making it of limited use, but I don't have access to any
more details.
