The proposed patch has a big problem: it makes the file effectively
unusable outside glibc and gnulib. There are other, legitimate users of
this file. You cannot force them to include headers like "gettext.h" or
"unlocked-io.h".
I fear that if we start adding such changes we have to conditionalize
them for gnulib.
