Is GNATS for glibc up and running?

I'm trying to connect to the GNATS bug database for glibc using the 
following link:

http://www-gnats.gnu.org:8080/cgi-bin/wwwgnats.pl

but I can't connect.  Is it down?

If so, please help me correct the following bug (attempted to compile with
