Some languages like Persian requires two decimal points, one for ordinary
English numbers and the other for outdigit ones. However, in glibc we have only
one decimal point in LC_NUMBER at all. So, Is it possible to add a new decimal
point (like outdigit_decimal_point) to glibc for our outdigits numbers without
changing the POSIX definitions? And if not how can we tell the glibc to show
locale decimal points only for outdigit numbers not POSIX ones?
