glibc-2.3.2 --enable-kernel option fails for linux-2.4 compatibility

Sorry if this is a dup, I was unable to check gnats. I discovered a
problem with glibc's backwards compatibility while building a 2.6
series system. I compiled glibc with the --enable-kernel=2.4.19 option
because this was the kernel the my host system was currently running.
The utimes function that was built was not compatible with 2.4 series
linux kernels. This did not cause any problems until I installed
python. This didn't cause any problems that I couldn't work around, and
I don't believe it will cause any problems with the new system as it
will be running the 2.6.0 kernel. It is, however, a misbehavior.

Thanks,
 Brian Ellis

Attached is my config.log file to show that I'm not crazy...
