Transliteration added to Icelandic (is_IS) locale

Hello

The is_IS locale was missing transliteration rules for Icelandic characters.  
I have added these rules and attached the modified is_IS file.

The following characters are transliterated:

Á -> A
á -> a
Ð -> D
ð -> d
É -> E
é -> e
Í -> I
í -> i
Ó -> O
ó -> o
Ú -> U
ú -> u
Ý -> Y
ý -> y
Þ -> TH
þ -> th
Æ -> AE
æ -> ae
Ö -> OE
ö -> oe
