If you are using vanilla 2.3.2 built from the unmodified release, then you
probably do want to upgrade.  But you may encounter build difficulties that
you will have to fix yourself (by looking at the development sources and
seeing how we've already fixed them).

We don't know for sure.  We don't think there are regressions.

I mentioned changes in the processes by which we develop the code.
The nature of the content of releases when they are made is not changing.
