Yes, we would like to receive notifications when you think it is time to
install a .pot file for translation.  We would like to download a
complete .tar.bz2 or .tar.gz archive and extract the .pot file from it.
Also please make sure to attach a proper version info to the archive --
for merging issues we depend on the verion info.

Note, besides the development snapshots we also like to install .pot
files of official release.  The reason it, some translators continue to
work on the translations even after the offcial release and some
software system distributors will fetch new translations from our side
and add them to their system.
