This request already came up in desember,

was moved to the libc-alpha list. See
<URL:http://thread.gmane.org/gmane.comp.lib.glibc.bugs/17594>. If I
understood this correctly, files only used in binaries will use GPL
license, while files included in shared libraries will use LGPL.
Note that this mailing list is no longer used by the glibc
maintainers. It is so full of spam that it is completely useless.
