[Bug-glpk] Unscaled constraint matrix condition reporting (suggestion)

Hello all

Following up on my recent bug report and after some
more experimentation .. it seems poor scaling is an issue.

However no condition information is given when scaling
is omitted (as far as I can tell).  Perhaps it would be
better to report that by default.  An example would be:

Original constraint matrix condition
 A: min|aij| =  1.852e-04  max|aij| =  1.000e+07  ratio =  5.400e+10
Constructing initial basis..
...
