the error you refer to has been reported before:

and was located in routine xtime of GLPK 4.34.

It could occur when the system time was updated.

Version 4.34 of GLPK is outdated but unfortunately still distributed by the 
gnuwin32 project.

The current version of GLPK is 4.47. In this version the assert has been 
removed from routine glp_time (alias xtime).

You can download the current source from
ftp://ftp.gnu.org/gnu/glpk/glpk-4.47.tar.gz
which includes Makefiles for Windows and Posix systems.

You can download Windows executables of GLPK 4.47 from
http://winglpk.sourceforge.net
