We had this discussion a bit more than a year ago, in the context of
tspsol: https://lists.gnu.org/archive/html/help-glpk/2015-10/msg00017.html
Lazy constraints are the reason sr_round was introduced. Thinking
about it, maybe a convenience function to disable all heuristics
should be provided, to ensure programs that call it will continue to
work even if additional heuristics are introduced in a future GLPK
version.
