Hmm... It works fine for me:
address@hidden:~$ gpg --keyserver keys.gnupg.net --recv-keys 5981E818
gpg: requesting key 5981E818 from hkp server keys.gnupg.net
gpg: key 5981E818: public key "Andrew Makhorin <address@hidden>"
imported
gpg: Total number processed: 1
gpg:               imported: 1

You may obtain my public key from the file AUTHORS which is included in
every glpk distribution.

Please note that if you download the glpk tarball from the official GNU
site http://ftp.gnu.org/gnu/glpk/ [via http] or
ftp://ftp.gnu.org/gnu/glpk/ [via FTP] or from a mirror listed in 
http://www.gnu.org/prep/ftp.html , you probably doesn't need to verify
the tarball signature.
