Hmm. If you have a nose around in the configure script it tries a
makefile like
all:
@echo 'ac_maketemp="${MAKE}"'
Does it work? Which "make" is this? Do you perhaps need to set a
SHELL environment variable or something?

A cross compile from GNU/Linux to Mingw should work. On a Debian
system there's mingw32 and mingw32-runtime packages to make life easy.
