abbrev table for mail-mode

In sendmail.el mail-mode is defined with text-mode-abbrev-table as
its local-abbrev-table. In mailabbrev.el mail-mode-abbrev-table is
used as "the normal mail-mode abbrev table". Isn't this
inconsistent?
