It's a bogus error message -- you can safely ignore it.
I've now silenced the message in Emacs 24. I've skimmed the gnutls
sources, and apparently GNUTLS_E_UNEXPECTED_PACKET_LENGTH is the way
gnutls says "the peer hung up the connection" in a read, so I've just
changed Emacs to ignore that error message (when doing a read).
