bug#23972: [PATCH] [ELPA] Document copyright requirements for GNU ELPA packages

n.b. The suggested text is adapted from the following quote from the
email (a form letter, I presume) that I received from John Wiegley
upon being added to the emacs Savannah group.

> copyright papers (for non-trivial contributions), and indicate the author
> correctly in the commit (and the ChangeLog if applicable).


I wasn't sure about keeping the ChangeLog comment for this use-case,
but I kept it on the basis that individual packages may have their
own ChangeLog files to which this could apply.
