The Emacs manual section `Directory Local Variables' says
regarding the `dir-locals-file' variable:
This constant is also used to derive the name of a
second dir-locals file ‘.dir-locals-2.el’. If this second
dir-locals file is present, then that is loaded instead of
‘.dir-locals.el’.
The `Per-Directory Local Variables' section says:
You can also use ‘.dir-locals-2.el’; if found, Emacs loads it in
addition to ‘.dir-locals.el’.
Note `instead' in the first quote and `addition' in the second.
