I installed emacs 28 from git-HEAD and it looks like this bug really has now been fixed.

GNU Emacs 28.0.50 (build 1, x86_64-apple-darwin19.6.0, NS appkit-1894.60 Version 10.15.7 (Build 19H114)) of 2020-12-27

A fix for bugs when reloading packages on Macos was fixed today in Emacs
28, and that may or may not fix this problem, too.  Would it be possible
for you to check with Emacs 28?
