bug#45560: 27.1; add-change-log-entry erroneously removes "const" from function name

Now, put point inside the braces and M-x add-change-log-entry.

For me the resulting ChangeLog looks like:

Note that the "const" was removed.
However, it should not be removed here, as it is part of the function's
