bug#47046: 28.0.50; 'help-key-binding' face not shown in tool-bar tooltips

To reproduce:

  emacs -Q

  Move the mouse pointer to the "Search" tool (the rightmost button on
  the tool bar) and wait for a second

  The tooltip that pops up says:

     Search forward for a string as you type it (C-s)

The 'C-s' part is supposed to be in the help-key-binding face, but
isn't.
