The text does not say that zero is positive.
Feel free to improve it, but I don't think the terminology "nonnegative"
is unusual or incorrect. For example, here is the definition of
"nonnegative integer" from Wolfram MathWorld:
Nonnegative Integer
An integer that is either 0 or positive, i.e., a member of the set
ℤ^* = {0} ∪ ℤ^+, where Ζ-+ denotes the positive integers.
