Sure, it might make sense for people that use Emacs 28 to edit NEWS in
Emacs 29 to use something like the following customisation:

(unless (fboundp 'emacs-news-mode)
  (defun emacs-news-mode ()
    (let ((inhibit-local-variables-regexps '(".*")))
      (outline-mode))))
