bug#64282: 29.0.92; Emacs manual mentions ‘package-vc-refresh’

The file doc/emacs/package.texi mention ‘package-vc-refresh’.  However,
that function does not exists.  Instead, ChangeLog.4 contains:

  Rename 'package-vc-refresh' to 'package-vc-rebuild'
