Sorry, I should have tested that.  Confirmed, a file on the root of the 
truecrypt volume (not under version control) opens immediately.  The larger the 
repository, the longer the delay it seems as well.
I do seem to be getting better performance after uninstalling, then installing 
using the below command.
Sudo snap install emacs --classic

And if you visit files that are not under Git or Mercurial, but reside on the 
same Truecrypt volume, does Emacs open them quickly?
