Looks good! I haven't had a chance to test it yet, but it's probably not necessary to do before the checkin.
You can probably remove ruby-ts-mode hooking into the parser as well, in the same commit. Meaning, the function ruby-ts--parser-after-change and the corresponding treesit-parser-add-notifier call.
