Update of bug #13019 (project pspp):

                  Status:                    None => Ready for Test/Review

Follow-up Comment #2:

Here's a patch that adds alignment, width, and measurement to DISPLAY
DICTIONARY and SYSFILE INFO output.  I'm not sure what else wants doing.

The patch doesn't yet update tests that depend on these commands.  Looking
for feedback before that point.
