     Although it won't solve this problem, I think Yelp should be added to the
     dependency list so it is checked in ./configure.
     

This can't be checked by configure, since configure can only inspect
properties of the build environment.  It could possibly be checked by
the make install target, but then it wouldn't know if yelp was
installed/uninstalled at a later date.  In the end, the best option I
believe is simply to let psppire popup an error message if it's not
available when it needs it.

But we can mention the requirement in the release notes.
