PSPP-BUG: [bug #24975] Show variable attributes in var sheet

Follow-up Comment #1, bug #24975 (project pspp):

In order to make this possible, the dictionary needs an additional structure
which will contain the union of all the sets of variable attribute names for
all variables in that dictionary.  This structure also will need to be
indexable by integer value.

I suggest that Ben's abt structure containing reference counted elements
would be the way to go.   Does anyone have any better suggestions?
