You could start psppire from a console (in dutch: Opdrachtprompt)
most likely with the command "c:\program files\pspp\bin\psppire.exe"
There is a chance you see more info in the console. If you have the
ability to run the program on GNU/Linux with Wine, most likely you
will even get more info.

There is a new version from 2011-01-17, but I don't expect this
version to behave otherwise as your version however what can make a
difference is first completely remove the directory "c:\program
files\pspp" and than install PSPP again before testing. That might
solve an issue with something wrong in this directory.
