Follow-up Comment #2, bug #35508 (project pspp):

You are right.

Seems to be a Mingw/MSWindows problem. With "psppire -h>oo.txt" I get the
info.  

If I have lots of time I will investigate why it is not displayed on the
console when "psppire -h" is used.
