Follow-up Comment #1, bug #30731 (project pspp):
It doesn't make sense for SET FORMAT to control the frequency count format,
because the default for SET FORMAT is F8.2 but frequency counts are usually
integers.
It is possible to control the format for the frequencies by weighting the
active file, then setting the format for the weight variable.
My current thinking is that this would be an appropriate place to use the
"stretchy" data formatting function described in bug #35829 (but not yet
implemented).
