I've now added the ability to specify an encoding in the dialog that File|Open
brings up. This file appears at first glance to be encoded in iso-8859-1, so
selecting one of the Western European encodings allows it to be opened
successfully.
There are various possible ways to improve the interface--for example,
PSPPIRE could tell you that the encoding was the problem and offer a
selection of possibly valid ones--but this should at least allow the file
to be opened.
