PSPP-BUG: [bug #45974] Support for new encryption syntax format (.spsx)

Follow-up Comment #1, bug #45974 (project pspp):

Thanks for the sample file.  It is sufficient.

I added documentation for this file format to the PSPP developers manual.  I'm
attaching a C program that you can use to decrypt an .spsx file.  I will add
support for this to the pspp-convert program but probably not for a few days
at least.
