Follow-up Comment #3, bug #46567 (project pspp):

I checked the behavior in gnumeric 1.12.24 on osx. Gnumeric behaves in the
traditional way (no one second wait after a push required to change column
size, but also no scrolling by push and move). Gnumeric allows the "kinetic
scrolling" according to the usual osx behavior (two finger move on the
trackpad). 

So I think we should follow that implementation. But I did not look into the
code how they did it.
